I've been looking at them more and I am no longer so sure.  First, the
ticket tracker is false advertising.  All they mean is that if you use
Lighthouse ($24/month) then there is a way to have it be notified when
a submission is made.  I am not sure I understand the benefits of
tarballs over just using git to get the repository.

On the other hand, I see a few advantages to gitorious.  First, I
can't figure out how to add commiters in github, while it's simple in
gitorious.  Second, github doesn't allow me to make two clones of the
same project.  Third, the interface is seriously getting on my nerves,
from gravatar integration to the strange tabs, to the overall
unintuitiveness.  I find gitorious both intuitive and visually
pleasing.

Are there some other features of github that I am missing?
