[Sputnik-list] Installing sputnik under windows,xavante

First, while I was writing this I started thinking that it looked way too
complicated.  Then André pointed out that most of that complexity could be
avoided by using the new "CGILua Application" framework.  I should also just
run make_data_dir.lua myself, and include its output with the download.
There really isn't much reason why the user has to run it themselves.   With
that in place, it would be just a matter of installing Kepler, then copying
sputnik.lua to "apps" and everything else to "lua" directory.

Also, as I thought about it more, I realized that while I've removed use of
colons in page names, they are still used in version ids.  So, this will
cause problems on Windows.

So, give me a week or so and I will try to fix both issues and hopefully
make a somewhat more Windows-friendly build.
